A good concrete quote states the slab thickness, the reinforcement and how it is supported, the base depth, whether excavation is included, the joint plan, the finish and the curing method, and comes with a checkable licence number and current insurance. A quote that names only a price has left itself room to remove all of it.

Because the price is the only line most people compare. Two quotes at different prices usually differ in thickness, steel, base depth or what is excluded, and none of that shows unless the quotes state it.
No. It is an incomplete one. A contractor may do all of these things and simply not write them down. The point is that you cannot hold anyone to what is not on paper, so ask for the missing items in writing before comparing prices.
Ask for them by name, in writing. Any contractor intending to do the work properly can state the thickness, the steel and the base in a sentence each. Reluctance to put them on paper is itself information.
