Formwork and concrete are the same job seen from two ends. A spalled balcony edge and the balustrade going back into it is one job that usually gets split between two contractors. We run all three trades, so the handover does not exist, and neither does the argument about who owns it.

Anchor depth, edge distance, cover and substrate all disappear the moment the work is finished. We build them to the detail your engineer specified, and we raise it rather than substitute when the site will not take that detail.
