Concrete cancer, in plain English

When water and chlorides reach the reinforcing steel inside concrete, the steel rusts. Rust takes up several times the volume of the steel it replaced, so it pushes the concrete off from the inside. That is why you see cracking, rust staining, and lumps of concrete letting go from balconies, soffits and car park ceilings.

Patching over the top without treating the steel hides it while it keeps going. A proper repair means cutting back to sound concrete past the affected area, exposing and cleaning the steel, treating or replacing it, and reinstating with a repair mortar compatible with the surrounding concrete. Then the water path that started it has to be fixed, or you have bought time rather than a repair.

Which cracks actually matter

Not every crack is a problem. Fine surface crazing and shrinkage cracks in a slab are usually cosmetic. Cracks that are widening, stepping, leaking, running through structural elements or carrying rust staining are a different conversation, and they deserve an engineer's eye before anybody quotes a repair.

Concrete Repairs: your questions

Structural concrete and common property are generally the owners corporation's responsibility under the Strata Schemes Management Act, even where the damage shows up inside a lot. The detail depends on which element failed and on your strata plan, so get the cause identified in writing before anyone accepts the bill.
For cosmetic cracks and small spalling patches, usually not. For structural elements, widening cracks, or anything on a suspended slab or balcony, yes, and we would rather tell you that than quote around it. We work to engineers' repair specifications regularly.
A repair done to the cause lasts as long as the concrete around it. A repair done over the cause tends to reappear within a couple of years, usually a bit bigger. That difference is why we investigate before quoting.
